The Hazardous Waste Regulations replaced the Special Waste Regulations in England and Wales in July 2005. The Special Waste Regulations remain in place in Scotland and have recently included clinical waste as special waste.
The new hazardous waste regulations were brought in to implement an EU Directive, which sets the framework within Member States for controlling the movements of hazardous waste.
Clinical (infectious) waste, along with certain dental wastes and other categories of waste are all hazardous waste.
